Grant E. Collins II, Senior Vice President of Fedcap's $73 million Workforce Development Practice Area, joined Fedcap in 2013.
Prior to joining Fedcap, Grant served as Senior Vice President for Workforce Service and Chief Strategist for ResCare Inc. Prior to that, he served as Special Assistant and Senior Policy Advisor to the Assistant Secretary for Children and Families. He also served as the Deputy Director of the Office of Family Assistance (OFA) within the U.S. Department of Health and Human Services (DHHS), where he administered the nation’s principal welfare program, the $16.5 billion Temporary Assistance for Needy Families (TANF) program as head of the TANF Bureau.
Mr. Collins served as a key member of several highly acclaimed welfare reform efforts, including reforms in New York City, the state of Minnesota, and the landmark W-2 program--Wisconsin Works. He began his career teaching welfare recipients how to find work, and helping community based organizations throughout the US to “motivate the unemployed” as an accomplished public speaker and workshop facilitator.
Mr. Collins attended the George Warren Brown School of Social Work at Washington University. He is a graduate of Bethany College in Kansas and holds a Bachelor of Arts in Psychology.
